This page shows examples of passing /failing the draft WCAG 2.2 SC Target Size (Minimum). The font size of paragraphs and lists is set to 14px.
The CSS-defined line-height: 1.8
works out as 25.2px which means that each item will have an offset of more than 24 px vertically.
The CSS-defined line-height: 1.2
works out as 16.8 px which means that links may have a vertical offset of less than 24 px to vertically adjacent link targets - but they are inline links and thus fall under the exception.

which works out as 16.8 px between list items which means that links in those items may have a vertical offset of less than 24 px to vertically adjacent link targets - but they are inline links (not the entire list item is linked) and thus fall under the exception.
The CSS-defined line-height: 1.2
works out as 16.8 px which means that the inner items 2 and 3 will have a vertical offset of less than 24 px vertically (the outer items have no links above / below, so they would pass). Since the entire list item is a target, these links are not considered inline links and therefore fail the SC.
